Right at the top of the Dancing Towers on the Reeperbahn, Clouds has the best panoramic view in town: harbour, Elbphilharmonie, Michel, Alster. Restaurant and bar inside, the roof terrace Heaven's Nest outside. Prices and crowd are upmarket; the sunset over the Landungsbrücken is worth it.
